On December 23, at the Bihu Plain by the Ou River, tower cranes stood tall and machines roared. The construction site of Nice Group’s Lishui Liandu Intelligent Factory was in a bustling state of intense work. “Currently, multiple single buildings have been capped, and we are making every effort to achieve the goal of capping all structures by the end of December,” said Bian Haiyang, the project construction supervisor, his words brimming with enthusiasm and drive. What was an undeveloped piece of land five years ago has now risen into a modern industrial new town, serving as a vivid testament to Liandu’s innovative development and project construction during the 14th Five-Year Plan period.

As Liandu’s first strategic project with a total investment exceeding 5 billion yuan, the Nice New Industry Lishui Project covers multiple sectors including the core ecological industry zone, intelligent factory, matcha, Chuzhou white lotus, and is also a key project under Zhejiang Province’s “Thousands of Projects with Trillions of Investment” initiative. “The project obtained the construction permit more than 40 days ahead of schedule, and the first building was capped in over 100 days after the start of construction,” introduced Liu Yu, director of Liandu District’s Grand Garden Construction and Development Center. The whole-cycle follow-up and special-case handling support model has reduced the burden on enterprises and accelerated the implementation of the project.

According to Lei Songliang, director of the Ecological Development Division of Nice Group, the intelligent factory is expected to be fully put into production by the end of 2026, with an annual production capacity of 68,000 tons of high-end personal care products and 100,000 tons of pet health food. Among them, the pet health food sector will become Asia’s largest single intelligent production base. At present, the magnetic field effect of the project has initially emerged. Taking the Ou River Basin as the link, the Bihu Plain is building an integrated industrial chain platform covering organic planting and processing, beauty and health care, and bio-based materials, forming a new “tri-industry linkage” business model.

If Nice Group leads the way as an industry giant, the rapid rise of Zhisheng New Materials is a vivid practice of Liandu’s cultivation of specialized, sophisticated, unique, and innovative “little giant” enterprises. In the production workshop of Lishui Zhisheng New Material Technology Co., Ltd. in Liandu Economic and Technological Development Zone, 17 modern production lines are operating at full capacity. The processes of film blowing and casting are seamlessly connected, intelligent equipment precisely controls every detail, and TPU film products roll off the production line continuously. This major provincial industrial project with a total investment of 1.28 billion yuan took only over a year from the start of construction to large-scale production. It was put into operation in June 2024 and achieved an output value of 50 million yuan in the same year.

“From industrial and commercial registration to tax registration, from equipment delivery to employee recruitment, Liandu has always provided precise services,” admitted Xu Xinwei, deputy general manager of the company. Supported by high-quality services, the enterprise’s innovative genes have been fully released. More than 30 professional R&D personnel are dedicated to technological research, having obtained more than 60 authorized patents. The products have successfully entered high-end fields such as automobiles and medical care, established cooperative relationships with leading enterprises including Tesla and Zhende Medical, and are exported to markets in the Americas and the European Union.

The vigorous development of these two projects is a microcosm of Liandu’s investment promotion achievements during the 14th Five-Year Plan period. Over the past five years, focusing on high-end manufacturing, Liandu has taken high-energy platforms such as the Beautiful Health Port and the Specialized, Sophisticated, Unique, and Innovative Industrial Park as fulcrums, and blazed a distinctive path of investment promotion. As of November 2025, Liandu has successfully launched 81 projects with an investment of over 100 million yuan in the past five years, with a total investment of 40.8 billion yuan. Among them, there are 18 major projects with an investment of over 1 billion yuan, and the proportion of large manufacturing projects has been increasing year by year.

Standing at the historical juncture of concluding the 14th Five-Year Plan and planning for the 15th Five-Year Plan, this small city in southwest Zhejiang has become a preferred destination for high-end manufacturing enterprises. In the future, Liandu will maintain a more open attitude and provide a higher-quality business environment to continuously stimulate innovation momentum, enable more industrial stories to unfold here, and inject inexhaustible impetus into high-quality development.
