During the 14th Five-Year Plan period, Lishui has courageously explored the dual propositions of “ecological protection and industrial upgrading”, enabling the seeds of eco-economic development to take root, germinate and thrive among the green mountains and clear waters, and achieving a crucial leap with its economic aggregate exceeding the 200-billion-yuan mark.

Developing a modern eco-economy is the core key for Lishui to solve its development challenges. The city has proactively integrated into the construction of Zhejiang’s “415X” advanced manufacturing clusters, expanded five leading eco-industries including characteristic semiconductors, precision manufacturing, health and pharmaceuticals, fashion industry and digital economy, as well as five pillar industries that enrich the people and strengthen the city. It has promoted the development of industrial chains in clusters, green transformation and digital and intelligent upgrading, driving the modern eco-economy to take shape and yield substantial results.

Entering the 3GWh Lithium/Sodium Battery “Future Factory” of Yuheng Battery Co., Ltd., a strong sense of modernization greets visitors. The intelligent production line with integrated lithium and sodium battery production runs at high speed, realizing a one-stop fully automated production process covering over 20 procedures such as mixing, coating and rolling. “At present, our three major production bases have achieved large-scale production of a full range of lithium and sodium battery products, which will further drive the agglomeration of upstream and downstream enterprises in the industrial chain and help Suichang build a 10-billion-yuan new energy industrial cluster,” introduced Wang Liang, Deputy General Manager of the company. After the new base is fully put into production, the company’s total output value will exceed 3 billion yuan. As a locally nurtured national-level key specialized, sophisticated, distinctive and innovative “little giant” enterprise, Yuheng Battery has taken intelligent transformation and digital upgrading as its engine during the 14th Five-Year Plan period, continuously increasing investment in scientific research, becoming a supplier for many brand enterprises such as Xiaomi and Philips, and its products have maintained a leading market share in the small household appliance segment across the country.

Since the start of the 14th Five-Year Plan, Lishui has taken the initiative to seek changes and break through bottlenecks, laid out eco-industry with a forward-looking vision, and launched a series of targeted measures including chain-based investment promotion and investment attraction through existing enterprises, forming a sound momentum of industrial chain agglomeration and cluster development.

Liandu District has focused on the precision ball valve industry, made precise efforts in project investment attraction and innovation-driven development, encouraged more than 100 valve enterprises to develop in a clustered manner, formed a complete industrial chain from raw material supply to finished product testing. The output value of the precision ball valve industrial cluster has exceeded 6.8 billion yuan, with an average annual growth rate of 18% in the past three years, and it has been successfully included in the list of provincial-level characteristic industrial clusters for small and medium-sized enterprises.

Suichang County has focused on two key directions of metal products and equipment manufacturing, as well as new energy and new materials, promoted the transformation and upgrading of its industrial structure, successfully attracted upstream and downstream enterprises in the industrial chain such as Gaea and Ruiyun to settle down, and the output value of the two leading industries has exceeded 20 billion yuan.

Jingning She Autonomous County has focused on three leading industries of bamboo and wood processing, precision manufacturing and She medicine-based health industry, innovatively solved development challenges, and achieved a leapfrog growth of “doubling the output value of industrial enterprises above designated size, the added value of industrial enterprises above designated size and the number of industrial enterprises above designated size within three years”. During the 14th Five-Year Plan period, Longquan has established “innovation outposts” in Hangzhou, Shanghai and other places, built a new flexible talent introduction model featuring “household registration outside Longquan but services for Longquan”, promoted the precise docking of industry and education as well as the two-way interaction between industry and talents. Over the past five years, it has flexibly introduced more than 40 expert teams from universities and research institutes, achieving a “zero breakthrough” in the construction of corporate postdoctoral research workstations.
