On the morning of January 14, the Fourth Session of the 14th Provincial People’s Congress opened in Hangzhou. Provincial People’s Congress deputies from various sectors gathered at the Provincial People’s Great Hall to attentively listen to the government work report delivered by Governor Liu Jie.

The year 2025 was filled with significant events, important matters, and joyous occasions for Zhejiang. Flipping through the inspiring Provincial Government Work Report, one finds shining keywords and a series of gratifying data that evoke genuine pride. In this substantial report, “Lishui elements” are directly or indirectly mentioned in multiple sections, fully demonstrating the provincial committee and government’s concern and expectations for Lishui’s development.

Over the past year, Zhejiang Province has expanded high-level opening-up, steadily advancing the construction of a high-capacity open province. In reviewing the work of 2025, the report mentions that “Lishui Airport was completed and put into operation”. Since its official opening, Lishui Airport has connected 12 domestic routes linking core cities such as Beijing, Guangzhou, and Chengdu. In 2025, it achieved an annual passenger throughput of 146,500 and a cargo and mail throughput exceeding 26.34 tons, providing “wings for takeoff” to Lishui’s opening-up and socio-economic development in the mountainous region.

The report also highlights that the “Fixed + Mobile itinerant diagnosis and treatment Model Been Promoted by the World Health Organization”. In May last year, the 78th World Health Assembly was held in Geneva, Switzerland. Jingning, as the only grassroots county-level unit in China to deliver a speech at the assembly, shared its experience in building a “fixed + mobile” mountainous medical service system around the “Smart Mobile Hospital” medical treatment model. This brought the medical practice of addressing the “difficulty in accessing medical care” in mountainous areas from the mountains of southern Zhejiang to the international stage.

Talent is key to independent innovation, and top-tier talent is irreplaceable. The report notes the “addition of seven new academicians of the Chinese Academy of Sciences and Chinese Academy of Engineering”. Among them, two are from Lishui: one is Ji Jiafu, a scientist from Qingtian elected as an academician of the Chinese Academy of Engineering, and the other is Zhu Shiping, a scientist from Suichang elected as a foreign academician of the Chinese Academy of Engineering. Their election marks a “zero breakthrough” for Lishui-born academicians, reflecting how the fertile soil of Lishui nurtures and enables talent.

The successful establishment of Yunhe Terraces as a National 5A-level Tourist Attraction was included in the achievements of the “14th Five-Year Plan” section of the Provincial Government Work Report. The qualitative transformation of Yunhe Terraces has now become a new vehicle for expanding pathways to common prosperity locally. With the agglomerated development of the homestay industry, over 5,000 farmers have achieved easy entrepreneurship at their doorstep, with an average annual business turnover exceeding 200,000 yuan per household. In October last year, the wetland restoration project of Yunhe Terraces National Wetland Park also received the FAO Award for Best Practices and Innovation.

The year 2026 marks the beginning of the “15th Five-Year Plan” period. To carry out key tasks in the new year, the report systematically proposes ten focused work measures, outlining a grand blueprint for the province’s future development. In this “construction blueprint”, many keywords related to Lishui can also be seen.

When mentioning “striving to comprehensively deepen reform and expand high-level opening-up”, the report explicitly states the need to deepen national-level regional financial reform pilots such as Lishui’s inclusive finance. In recent years, Lishui has focused on three main lines—“inclusive + ecological”, “inclusive + digital”, and “inclusive + common prosperity”—introducing a batch of innovative achievements with national influence. The “golden brand” of Lishui’s inclusive financial reform is shining with increasingly dazzling brilliance.

A major corridor opens the path to openness. The report also mentions “enhancing the radiating and driving capacity of the Yiyongzhou and Jinliwen Open Major Corridors”. As a crucial framework in the provincial open layout, the Jinliwen Open Major Corridor connects the Wenzhou and Jinyi metropolitan areas, as well as the Lishui Revolutionary Old Area Common Prosperity Pioneer Demonstration Zone. It links and radiates to inland hinterlands such as Jiangxi and Anhui and is integrated into the national overall open layout.

By the end of 2025, the Wenzhou-Lishui Sea-River Intermodal Route had been in operation for a full year, with Lishui Port’s container throughput exceeding 10,000 TEUs for the first time. This marks a phased breakthrough in sea-river intermodal transport between the two places and a solid step toward the revival of Oujiang water transport and the region’s maritime strength.

Projects are the ballast for economic development and the hard support for high-quality growth. The report mentions focusing on seizing projects, optimizing investment, and promoting investment attraction, strengthening whole-life-cycle management of projects, promoting the completion and operation of the Lishui Ferrotec Sensing Technology Project, and improving the full-chain transformation efficiency of major projects. In recent years, the municipal Party committee and government have adhered to established plans without wavering, implemented policies without slacking, and optimized services without pause, using the best services to promote “mutual pursuit” and enabling entrepreneurs in Lishui to truly “take the lead, stand in the center stage, and be heroes”.

Promoting integrated and high-quality urban-rural development is a key path and core content of building a common prosperity demonstration zone. When outlining the main objectives and tasks for the “15th Five-Year Plan” period, the report states the need to enhance and optimize the Jin (Yi) Qu Li urban agglomeration, strengthen its radiating and driving capacity, and promote regional coordinated development and synergy. This strategic deployment will provide new path support for Lishui to overcome development bottlenecks and transform development momentum, injecting new energy into leapfrog high-quality development.
