There is no trivial matter in people’s livelihoods, for every detail affects their well-being; concrete deeds warm the hearts of the people, bringing happiness into countless homes.
In 2025, the Fifth Session of the Fifth Lishui Municipal People’s Congress voted to approve ten key livelihood projects, covering critical areas such as health protection, transportation optimization, public services, and industrial empowerment, precisely addressing the urgent needs and concerns of the public.
Throughout the year, Lishui City consistently adhered to a people-centered development philosophy. With high-standard planning, high-quality implementation, and closed-loop management, the city vigorously advanced all projects to ensure they were completed to a high standard and at a high level within the stipulated timeframe. This has delivered a livelihood report card that resonates deeply with the people and is filled with happiness. Notably, the “Value-Added Services” for family doctors were fully implemented on July 1, 2025, while the projects for convenient and enhanced public transportation and minor renovations of primary and secondary school toilets were completed ahead of schedule in August, allowing the projects to yield benefits earlier and the people to reap the rewards sooner. A series of tangible measures addressing people’s worries and warming their hearts have made the sense of fulfillment, happiness, and security among residents in the mountainous areas more substantial, genuine, and robust.
This weighty record of achievements embodies the original aspiration of “addressing livelihood needs based on public voice” and demonstrates the commitment to “ensuring all efforts serve the people’s interests”, writing a new chapter of a happy Lishui amidst its lucid waters and lush mountains.
Public Opinion as Guide: Precisely Addressing Needs, Delivering Concrete Deeds that Warm Hearts
The success of livelihood initiatives hinges on their precise alignment with public needs. The ten projects for 2025 consistently followed a public opinion-driven approach, identifying focal points from the people’s voices to ensure each measure accurately met their expectations. Whether it was the “Spine Health Campaign” safeguarding youth health, the electric bicycle safe charging project tackling pain points in old residential communities, or the free adaptive assistive device service for special groups, the projects covered both universal needs across urban and rural areas and provided targeted support for key groups, truly addressing what the people desire, require, and hope for.
The convenient and enhanced public transportation project precisely tackled commuting challenges for urban work and daily life as well as travel difficulties in remote townships. By early August 2025, the city had ahead of schedule completed the optimization and adjustment of 23 bus routes. For instance, at the municipal level, route K205B (Fuling Station—Xiahemen) was optimized. Without increasing operational costs, this facilitated travel for residents across the north and south of the city and enhanced public transport accessibility to industrial parks and major commercial centers. To address travel difficulties for students in remote townships, Qingtian and Qingyuan counties optimized a total of 12 “Xingzhi Special Routes”, effectively improving commuting conditions for township students to and from school.
Focusing on the healthy growth of young people, the spine health campaign for primary and secondary school students was solidly advanced. Last year, the city conducted spine health screenings for 120,356 students in compulsory education, guiding those with abnormal results to hospitals for further examination, diagnosis, and intervention. This established a full-process intervention model of screening, diagnosis, and rehabilitation, achieving comprehensive management of students' spinal health.
Addressing the core health needs of the elderly, the “Value-Added Services” for family doctors were precisely implemented, providing “three free services” for individuals aged 70 and above with chronic diseases. Currently, 273 primary medical institutions across the city serve as designated points, achieving full coverage of community health service centers and township health centers. By the end of 2025, 161,800 people had signed up with family doctors and established chronic disease records. Services provided included 350,700 instances of free outpatient consultation fees for chronic diseases, 484,400 instances of free medication for chronic diseases, with a total free amount (after deducting medical insurance reimbursements) of 8.1705 million yuan.
Care for people’s livelihoods continued to extend to special groups, with the free adaptive assistive device project exceeding its set target. In 2025, the city provided 9,015 free assistive devices for persons with disabilities, including 128 smart bionic prosthetic limbs for persons with physical disabilities.
Meticulous Implementation: Targeted Advancement for High-Level Delivery
Livelihood initiatives must not only be completed but also done well. In 2025, Lishui City consistently prioritized livelihood projects, strengthening guarantees through high-level planning, promoting implementation through precise coordination, and enhancing effectiveness through assessment and incentives. This drove the upgrade of livelihood projects from “being implemented” to “being high-quality” and from “being done well” to “being done excellently”. The municipal Party committee and government leadership made multiple deployments and advancements. The municipal government executive meetings held special sessions to assess progress. Relying on the “Livelihood Map” management system, the municipal government office monitored project dynamics and coordinated progress in real-time, forming a collaborative, efficient, and coordinated working pattern with joint responsibility across all levels.
The electric bicycle safe charging project, integrated with the construction of “15-minute community living circles”, precisely utilized idle land such as park edges and municipal parking lots around residential communities to build an inclusive and equitable charging service network. Throughout the year, 1,801 new charging sites with 20,000 charging ports were added, of which 3,808 ports were deployed in public spaces and enterprises or institutions. This provided convenient charging services “right at their doorstep” for residents of old residential communities.
The heartwarming “minor renovation” project for toilets focused on improving user experience, enhancing the quality of school and urban public restrooms. In 2025, the city completed the “clean, beautiful, and warm” upgrade of 519 restrooms in 21 primary and secondary schools. Simultaneously, 319 urban public restrooms achieved full hot water coverage, and 19 public restrooms underwent systematic renovation, further creating a safe, comfortable, and hygienic toilet environment.
The skilled talent prosperity capability enhancement project closely aligned with the needs of the city’s five leading industries and characteristic industrial chains. It deeply advanced the construction of the “30-minute vocational skills training circle”, innovatively promoted “common prosperity skills training vouchers”, and established a skills empowerment workshop system featuring “local specialties” to increase skills and income. In 2025, through vocational training and enterprise-led certification, the city added 11,258 high-skilled manufacturing talents. This not only broadened channels for increased public income but also provided solid skilled talent support for the high-quality development of leading industries.
The dual drive of cultural benefits for the people and sports sharing has continuously optimized the supply of public services. By 2025, the city will meticulously organize selected segments from traditional classic plays such as Wu Opera, Yue Opera, Songyang Gaoqiang, and Gumin Opera, while integrating modern art forms like sketches, songs and dances, children’s historical dramas, and stand-up comedy, catering to the cultural needs of different groups. A total of 422 cultural activities in rural areas will be carried out throughout the city. The project of opening and sharing sports venues has been steadily advancing. The city has added 100 new sports venues and facilities for government agencies, enterprises and public institutions, bringing the total number of open venues to 216. Through the integration and utilization of public sports facilities and staggered sharing, the efficiency of public sports resource utilization has been effectively improved, and the concept of national fitness has been deeply rooted in people's hearts.
Integration of Assistance and Supervision: Tracking Effectiveness for Stronger Guarantees, Making Initiatives Even More Heartwarming
The people have the greatest say in evaluating livelihood projects. In 2025, Lishui City innovatively established a “integration of assistance and supervision” working mechanism. Adhering to the principle of “balancing supervision and assistance, with assistance preceding supervision”, it strengthened the closed-loop process of identifying problems, solving them, and tracking effectiveness through simultaneous inspection, coordination, and resolution, directly addressing the genuine demands of the people and ensuring livelihood projects are implemented solidly, well, and effectively.
The municipal government office conducted two rounds of special comprehensive research and inspection tours, visiting nearly 600 project sites to gain on-the-ground understanding of project progress, difficulties, bottlenecks, and public benefits, solving problems at the frontline and delivering services “to the doorstep”.
For the 158 specific issues identified during the inspections, Lishui implemented a “dual assignment” system between municipal responsible units and local governments, issuing three problem assignment notices to prompt immediate rectification and comprehensive improvement. Regarding common issues such as overlapping jurisdictions and service optimization in some projects, municipal departments took the lead in formulating rectification standards, promoting the establishment of long-term mechanisms across localities. By standardizing processes, clarifying responsibilities, and strengthening coordination, the city effectively enhanced the quality and efficiency of livelihood project implementation, ensuring that policies benefiting the people are accurately delivered and swiftly enjoyed.
In late December last year, Lishui City also conducted a “look-back” review on the rectification of key issues. Through on-site verification, public follow-up surveys, and satisfaction assessments, the city comprehensively evaluated the effectiveness of the rectifications. Currently, all issues identified during the research and inspections have been rectified with comprehensive improvements, and long-term operation and management mechanisms have been refined.
Lishui’s approach of “integrating assistance and supervision” has received full recognition from higher authorities. “The People’s Daily” published a special report introducing Lishui’s experience and practices of conducting inspections that go straight to the problems, reducing burdens and increasing efficiency at the grassroots level, and promoting the effective implementation of livelihood projects.
One after another, livelihood projects have taken root, and one after another, livelihood challenges have been properly resolved. With practical action and commitment, Lishui has made the well-being of the people tangible and deeply felt. In the new year, Lishui City will continue to uphold the people-centered development philosophy, closely align with new public needs and expectations, continuously address shortcomings in people’s livelihoods, optimize public services, and dedicate heart, emotion, and effort to implementing every livelihood project well. This will make a happy Lishui more substantive and warm, and paint an even more splendid and colorful picture of people's livelihoods amidst its lucid waters and lush mountains.
