Yesterday, this reporter learned from the Municipal Bureau of Economy and Information Technology that in the first three quarters of this year, the output value of key enterprises under Lishui’s “Robust Growth 310 Plan” increased by 37.9% year-on-year. This growth rate is nearly 30 percentage points higher than the overall industrial output value growth of 8.1%. Although these enterprises account for only 25.07% of the city’s total output value from designated size industries, they contributed 92% to the city’s industrial growth from designated size industries, making them the veritable “main engine” of industrial growth.
The “310 Plan” consists of the “Growth Cultivation Plan for Key Enterprises with New Output Value Exceeding 300 Million Yuan from Operation” and the “Growth Cultivation Plan for Backbone Enterprises Advancing to the 1-Billion-Yuan Level”. It aims to break through development bottlenecks, accelerate solutions to weaknesses in the industrial chain, promote economic growth, and inject strong momentum into the city's leapfrog, high-quality economic and social development.
Driven by this plan, 33 out of the 44 key enterprises included in the plan had successfully commenced operations and reached designated size by the first three quarters, cumulatively achieving an output value of 49.844 billion yuan. This accounts for 25.07% of the city’s total output value from designated size industries and 30.8% of the output value of the five leading industries.
Guided and driven by these key enterprises, Lishui’s industrial economy has shown a positive trend this year. In the third quarter, the value added of the city's designated size industries rose from fourth to third place provincially. The value added of designated size industries increased by 9.3% year-on-year, which is 3.1 and 2.2 percentage points faster than the national (6.2%) and provincial (7.1%) growth rates, respectively.
“We have made coordinated efforts by establishing a city and county leadership liaison mechanism, forming ‘Enterprise Assistance Teams’ for collaborative services, setting up special task groups for enterprise assistance, and carrying out special assistance campaigns to specifically solve the ‘real problems’ faced by enterprises,” said a relevant person in charge of the Municipal Bureau of Economy and Information Technology. More than 20 municipal-level units and relevant counties (cities, districts) participated in serving the “310 Plan”, forming 39 specific specialized service items across 8 major categories. Five have been successfully completed, and the remaining 34 are progressing orderly.
Since the launch of the “310 Plan”, 71 requests have been collected through visits and engagements with key enterprises, covering areas such as honor applications, production factor supply, policy fund fulfillment, and project approval acceptance. Among these, 38 have been resolved through coordination, 29 have been filed for tracking, and 4 are being processed, benefiting 34 key enterprises.
“From January to September this year, we achieved an output value of 910 million yuan, an increase of 870 million yuan compared to 2024,” said a relevant person in charge of Boxi Technology. With an electric bicycle rolling off the production line every five minutes on average and the vehicle production line operating at full capacity... Since March this year, the production workshop of Aima Vehicle Technology Co., Ltd., located in Lakou Town, Qingtian County, has been bustling with activity and the roar of machinery. This enterprise is the largest single manufacturing project ever invested in Qingtian’s history. It also represents Aima Technology’s choice to “invest in Zhejiang for the second time” shortly after its production base in Huangyan, Taizhou, officially commenced operations last July. A relevant person in charge of Aima Vehicle Technology reported an output value of 790 million yuan in the first three quarters of this year and stated that more production lines will be opened in the future to meet growing capacity demands.
A relevant person in charge of the Municipal Bureau of Economy and Information Technology stated that the next step would closely follow Lishui’s overall arrangement of “Taking Three Solid Steps, Achieving Three New Breakthroughs”. They will continue to strengthen coordination, linkage, and targeted assistance, conduct scientific analysis, reasonably adjust the plan’s list, and inject new momentum into the high-quality development of the city’s industrial economy.
