Recently, the reporter learned from the Municipal Water Conservancy Bureau that as of October, the city’s total water conservancy investment has reached 5.81 billion yuan, accounting for 96.4% of the annual plan, and the investment completion rate ranks first in the province, handing over an impressive “report card”, which has laid a solid foundation for making every effort to sprint for the conclusion of the “14th Five-Year Plan” and the start of the “15th Five-Year Plan”.
Behind this impressive report card lies Lishui's targeted and intensive initiatives. To break through the bottlenecks in project promotion, the Municipal Water Conservancy Bureau has accurately issued the “Hundred-Day Sprint Action Plan for Major Water Conservancy Projects”, deepened the integrated mechanism of “leadership supervision + coordination and promotion + assistance and supervision services”, with the leading group of the bureau taking charge of different regions, sinking to the front line to carry out assistance and supervision services, forming a joint work force of joint management. Through regular project meetings and sprint review meetings, the blocking points and difficulties have been resolved one by one, so that responsibilities are transmitted layer by layer and tasks are implemented one by one, pressing the “fast forward button” for project construction.
Driven by the “Hundred-Day Sprint”, a number of major water conservancy projects have started ahead of schedule. Three newly started projects, including the Huangdu Reservoir and supporting projects in Zhangcun Township, Qingtian County, the comprehensive improvement project of the Dalu Yuan River Basin, and the Lanxi Bridge Reservoir patrol road project, all started construction by the end of October, two months earlier than the original plan. Up to now, the city's 19 provincial-level major water conservancy projects have completed a total investment of 2.5 billion yuan, with a completion rate of 89.8%. Among them, landmark projects such as the Longquan Zhuyang First-Level Reservoir and Water Supply Project, the comprehensive improvement project of the Longquan River Yunhe Section in Yunhe County, and the “Songyang Water Network” - the comprehensive improvement project of the Songgu Plain water system (Phase II) have exceeded their annual tasks, becoming an important support for regional water security.
Focusing on key links such as land, funds, and approval, our city adheres to a problem-oriented approach, takes the initiative to provide services in advance, and makes every effort to promote projects to start early, construct early, and take effect early. Taking the reconstruction project of Longquan Junxi Third-Level Reservoir as an example, core approvals such as environmental assessment, preliminary design, and water resources demonstration have been fully completed, and the project has officially entered the bidding and implementation stage; the Xinbayuan Reservoir Project in Qingtian County has also successfully completed the provincial-level review of agricultural land conversion, laying a solid foundation for subsequent promotion.
A responsible person from the Municipal Water Conservancy Bureau stated that they will continue to maintain the momentum of tackling difficulties, focus on the annual goals, go all out to promote the construction of major water conservancy projects, ensure the successful completion of all tasks, and contribute more water conservancy efforts to the city's leapfrog and high-quality development.
