Exploring a Series of “Small-Cut” Micro-Reforms in Business System Reform—Lishui City Holds Press Conference on Advancing Full Lifecycle Services for Market Entities

Yesterday, Lishui City held a press conference on advancing full lifecycle services for market entities through “small-cut” reforms in the business system, aiming to fully support entrepreneurship and innovation among market entities and further promote the high-quality development of the private economy in the city.

In recent years, Lishui City has thoroughly implemented the decisions and deployments of the province and city regarding optimizing and enhancing the business environment. Adhering to high-quality development as its top priority, the city has actively explored “small-cut” reforms in the business system, significantly improving the level of full lifecycle services for market entities and ensuring that “assisting enterprises and benefiting the people” is tangibly felt. As of September 9, the total number of market entities in the city has exceeded 390,000 for the first time, with the number of enterprises surpassing 80,000, both reaching historic highs and continuously energizing the market.

Focusing on addressing the difficulties and bottlenecks faced by the public in handling affairs, Lishui City has explored and introduced four micro-reforms in the business registration system this year, significantly improving the convenience for the public. From January to August this year, the city completed 81,500 business registration applications, with an online processing rate of 98.96%. Among these, 30,700 were newly established market entities, with a one-day completion rate of 99.91% for establishment registrations, representing an efficiency improvement of over 50%. The reform integrating the application of electronic seals for enterprises has made electronic seals available anytime, convenient, efficient, and fully traceable. Since its launch in July, all market entities can apply for and use them free of charge. So far, there have been 2,056 applications and 1,032 uses, saving market entities over 2 million yuan annually in seal engraving, paper document, and mailing costs.

Building on the exploration of facilitating market access, Lishui City continues to explore full lifecycle services for entrepreneurship and innovation. Since 2023, the city has pioneered the establishment of “Entrepreneurship in Lishui, Start Whenever You Want” common prosperity service centers in the province, launching five major support actions—project support, financial support, space support, skills support, and mentorship support—effectively addressing challenges such as “lack of projects, loans, venues, skills, and mentors” faced by university graduates, veterans, low- and middle-income individuals, and other groups in entrepreneurship. As of now, 53 such service centers have been established in the city, providing 1,243 time-limited free “zero-cost spaces” for startups, facilitating 1.489 billion yuan in entrepreneurial financing loans, organizing 361 training sessions covering over 24,000 participants, and driving entrepreneurship and employment for more than 30,000 people.

It is reported that Lishui City will continue to leverage the “integrated market supervision” function, building on the previous support actions—project support, financial support, space support, skills support, and mentorship support—by adding five new support actions: trademark support, patent support, quality support, standards support, and compliance support. These efforts will continuously empower entrepreneurship and innovation groups, enhancing their market competitiveness.

At the press conference, representatives from the Market Supervision Administration, the Human Resources and Social Security Bureau, and the Government Affairs Office answered questions on topics such as the construction of the “Entrepreneurship in Lishui, Start Whenever You Want” common prosperity service centers, support for youth entrepreneurship in Lishui, and the reform and effectiveness of promoting the social application of electronic seals for enterprises.
