From “Going It Alone” to “Uniting for Prosperity”: Lishui’s “Cross-Mountain Multi-Linkage” Drives Beautiful Transformation in 100 Red Villages

“In 1935, Liu Ying and Su Yu led the Chinese Workers’ and Peasants’ Red Army’s Vanguard Division into southwestern Zhejiang, where they established a revolutionary base and composed a magnificent chapter in the three-year guerrilla warfare in Zhejiang…” Yesterday, at the Southwestern Zhejiang Red Education Base in Qiaoxi Village, Wangcunkou Town, Suichang County, a red culture narrator was recounting revolutionary stories to visiting tourists.

Qiaoxi Village is the heart of the Wangcunkou Town Revolutionary Site Cluster related to the Red Army’s Vanguard Division. It houses provincial-level cultural relics protection units such as Yueguang Hill, Baihejian, Caixiang Temple, and Hongji Bridge. Since being selected in 2021 as a pilot project for national red beautiful village construction, the village has continuously advanced comprehensive environmental improvement, ancient building restoration, ancient trail preservation, and tourism sector upgrades.

Recently, the Central Organization Department announced the 2025 pilot list for red beautiful village construction, with Gaoshan Village in Baoxi Township, Longquan City, and Qiaodong Village in Wangcunkou Town, Suichang County, making the list. This brings the total number of red beautiful villages in Lishui selected for national-level pilots to 14, the highest in the province.

To date, 101 villages in Lishui City have been selected for red beautiful village construction pilots at the national, provincial, municipal, and county levels. Using the “Cross-Mountain Multi-Linkage” Party-building initiative as a driver, Lishui is promoting “turning red and green resources into gold” and collective development. Last year, the collective total income of these 100 red beautiful villages increased by 21.9% year-on-year, with operating income rising by 12.8%.

Without altering existing administrative divisions or changing the functional and organizational relationships of Party organizations, Lishui has established a linkage framework consisting of 1 Party committee, 9 branches, and multiple forms of collaboration. This initiative has guided the creation of influential Party-building brands such as “One Village People” and “Xiaogang Red”, fostering a development model centered on “shared organizational building, industrial revitalization, resource sharing, service enhancement, and collaborative governance”.

In Songyang’s Xiaogang area, six red beautiful villages have advanced Party-building linkages, jointly funding a tourism development company that offers six integrated red-green study routes, including red education, sketching tours, and ancient dwelling explorations. They also created the “Xiaogang Red” brand for specialty agricultural products, increasing collective village income by over 3 million yuan and achieving a beautiful transformation from “a single red point” to “Xiaogang Red”.

Wangcunkou Town and Longyang Township in Suichang County signed a “Party-building Joint Construction Agreement for Red Beautiful Villages in Old Revolutionary Base Areas” with Shangyang Town, Zhulong Town, Baoxi Township, and Zhuyang She Ethnic Township of Longquan City. Together, they launched the premium red tourism route “Red Mountains, Passionate Land—The Path of Advance”, which connects 16 villages and 4 AAAA-level scenic areas. This initiative has transformed the tourism model from one focused on fragmented attractions to integrated destination experiences, thereby encouraging longer stays and higher spending, generating nearly 200 million yuan in tourism revenue since April 2023.

Lishui has focused on leveraging 36 million yuan in special support funds, which, beyond pilot projects, have attracted 525 million yuan in additional investments from counties, towns, and villages toward red beautiful villages. By deeply exploring local red culture “treasures”, Lishui City has upgraded 145 red sites and developed 533 classic red education points, while also compiling 538 revolutionary stories and documenting 1,365 revolutionary figures, ensuring these places have sites to visit, objects to see, history to narrate, and stories to tell.

Following the “Seven One” red education standards—which include creating one premium study route, developing one exemplary course, training a team of red narrators, and establishing standardized Party-mass service centers (reception centers)—Lishui has connected 12 red education routes and over 40 premium itineraries such as “My Party Day in the ‘Zhe-Li’ Old Revolutionary Area”. Initiatives like the “Red Beautiful Village Common Prosperity Tour” companion card and “Red Cube” check-in activities have attracted nearly 1 million participants in red education since 2022.

Breaking down regional and sectoral barriers based on geographical proximity and industrial links, Lishui uses projects and industries as foundations to guide villages in tailored classification management and repositioning. The city promotes joint operations among strong-village companies and collaborative efforts in industrial management, brand development, and market expansion, further activating village development engines.

Longquan City has coordinated eight old revolutionary area townships and streets, including Zhulong, Baoxi, and Yanzhang, to create the “Old Revolutionary Area Good Products” strong-village joint brand. They launched dedicated red product live-streams, generating over 45,000 yuan in online and offline sales in just over an hour. Zhang Xiaoyun, head of Zhulong Town’s strong-village company, joyfully remarked, “Before, we operated alone, promoting only one or two specialty products from our own village. Now, with eight strong-village companies working together, we group up for sales. Our product range is richer, and we attract more consumer attention.”
