Employment with Opportunity Rehabilitation with Support Living with Security: Lishui’s Disability Assistance Initiatives Paint a New Picture of Livelihood

Amidst the lush mountains and clear waters of Lishui, a warm force is quietly flowing—it dispels the shadows of life for people with disabilities and builds bridges to happiness for special needs families. In recent years, Lishui has consistently treated disability assistance as a core theme of its people’s livelihood agenda, using policy innovation as the pen and precision services as the ink to write heartwarming answers in areas such as employment support, rehabilitation security, and quality of life improvements, allowing every person with disabilities to feel the warmth of the times.

“In the past, getting an assessment required trips to multiple departments; now it’s all handled with one application—it really solves a huge problem for us!” expressed Wang Fang, a family member of an elderly person with disabilities, capturing the people-centered warmth of Lishui’s “Integrated Multi-Assessment” reform for people with severe disabilities. Earlier this year, Jingning’s pioneering national pilot experience in “Integrated Multi-Assessment” was promoted across the province. In April, the Municipal Disabled Persons’ Federation, along with healthcare, civil affairs, and three other departments, rolled out a reform plan establishing a service system of “one application, joint assessment, mutual recognition of results, and information sharing”. This innovation directly addresses the difficulties faced by people in mountainous areas who previously had to travel far and make multiple trips. It compresses what was a weeks-long, multi-department assessment process into a “one-stop” solution, achieving a qualitative leap in public service efficiency through cross-department collaboration.

Employment is the “key” for people with disabilities to achieve self-worth. Lishui’s “combination punch” of employment support is opening workplace doors for more and more people with disabilities. At an electronic components processing factory in Liandu District, Xiao Yu, an employee with disabilities, beams with joy: “I earn a stable monthly wage now; I’m no longer a ‘burden’ to my family.” This confidence stems from the city’s diverse vocational skills training programs. In recent years, 1,982 people with disabilities have obtained professional certificates through training in e-commerce operations, handicrafts, home services, and more. Nearly 200 individuals with disabilities or their family members have received training for public institution examinations with the help of professional organizations, broadening their employment channels.

The radiating effect of the municipal-level Auxiliary Employment Project Distribution Center is even more pronounced: Since the beginning of this year, two new county-level auxiliary product distribution bases have been established, linking over 20 “Homes for the Disabled” and enabling 1,523 people with disabilities and their relatives to participate in auxiliary employment, increasing average annual household income by about 5,000 yuan, with some seeing up to 26,000 yuan. Six newly built supportive employment bases have allowed 123 people with disabilities to achieve “employment within their communities”. Seven work-therapy “Homes for the Disabled” have steadily provided employment for 300 individuals. Behind these numbers are stories of families regaining hope.

In terms of rehabilitation services for people with disabilities, this year the city has provided precision rehabilitation services to 7,509 individuals, trained 80 professionals and managers in rehabilitation institutions, offered assistive device fitting services to 5,826 people, and provided rehabilitation services to 1,113 children with disabilities, laying a foundation for future development. This year, the Municipal Comprehensive Rehabilitation Service Center for Persons with Disabilities also underwent a “renovation and upgrade”. Advanced equipment and professional teams for movement therapy, physical therapy, and more are helping many people with disabilities gradually overcome their challenges. Innovative service models such as professional training for rehabilitation institutions, “step-by-step rehabilitation hosting”, and “traditional Chinese medicine characteristic therapies” ensure that rehabilitation services are not only professionally precise but also humanely warm.

In Jingning’s Hexi Street, Mr. Zhang, a person with disabilities facing financial difficulties, recently welcomed a “major makeover” at home: repainted walls, anti-slip flooring, and handrails installed in the bathroom. This is a snapshot of Lishui’s “Clean and Bright Homes” initiative. This year, Lishui expanded its target from renovating 307 existing households to 543, allowing more people with disabilities to bid farewell to living inconveniences. Cultural and spiritual life is equally vibrant: In the first half of the year, works by two disabled artists were featured in the “Palace Museum Intangible Cultural Heritage Creative Works Integration Gallery”, four individuals with disabilities became members of the provincial inspirational lecture team, and three gold, one silver, and one bronze medals were won at the National Canoeing Championships for Persons with Disabilities. From material to spiritual aspects, the lives of people with disabilities are becoming increasingly enriched.

Looking at Lishui’s disability assistance report card this year, the data is striking, the municipal government’s “free assistive device fitting” program achieved a completion rate of 105.93%; the “Integrated Multi-Assessment” reform has extended benefits across the entire region; and 543 homes of people with disabilities facing financial difficulties have been upgraded. Behind these figures lies the government’s solemn commitment to people’s livelihoods and the enhanced quality of life for countless individuals with disabilities. Moving forward, Lishui will continue to use warm services as its brush to add even more brilliance to the canvas of disability assistance, ensuring that every person with disabilities can stride confidently on the path to happiness.
