Enhanced government service efficiency has bolstered Lishui’s leapfrog high-quality development. A city-wide promotion meeting held in Jinyun County on July 25 highlighted significant achievements in the reform of approval services for industrial investment projects this year. Ten projects obtained construction approval within 1 to 3 days after land acquisition, achieving “Construction Upon Land Acquisition”, accounting for 31% of newly approved industrial projects.
On July 14, Zhejiang Hekong Intelligent Manufacturing Co., Ltd. and Zhejiang Leqi Leisure Products Co., Ltd. simultaneously obtained the “Construction Land Planning Permit”, “Construction Engineering Planning Permit”, “Construction Engineering Permit”, and “Property Right Certificate” after signing the land transfer contract, setting a new record for project implementation efficiency in Jinyun. “What used to take six months now takes only 14 working days to start construction!” said the representative of Zhejiang Leqi Company.
The simultaneous issuance of “four permits” was made possible through a multi-department collaborative “three-phase” service mechanism. Before land listing, the Jinyun County Government Affairs Office, in coordination with the Bureau of Natural Resources and Planning, the Bureau of Housing and Urban-Rural Development, and Lishui High-Tech Zone, completed over 10 preparatory tasks, including land surveying and geological assessment, ensuring “clean land transfer”. During the listing period, digital pre-review enabled simultaneous planning scheme publicity and construction drawing review guidance, with task force members providing online support for enterprise needs. After signing, parallel approval and data sharing allowed for “one-click document conversion”, combined tax and fee payments, and instant electronic seal invocation, completing the issuance of “four permits” within 12 hours.
In early July, Zhejiang Hengong Environmental Ventilation Equipment Co., Ltd., located in the Lishui Economic Development Zone, received the “Construction Engineering Permit” immediately after signing the project land transfer contract. “This is the fastest approval process I have ever experienced, shortening the timeline by over three months!” said the company’s representative, Sun Peilei.
“The key to the ‘Construction Upon Land Acquisition’ reform lies in breaking conventions and reshaping processes.” To this end, the Municipal Government Affairs Office, Development and Reform Commission, Bureau of Natural Resources and Planning, Construction Bureau, and Promotion Center jointly formulated the “Implementation Plan for the ‘Construction Upon Land Acquisition’ Approval Service for Industrial Investment Projects in Lishui (Trial).” Through “advance services, integrated services, and group services,” measures such as pre-approval, parallel approval, and early drawing review were introduced. Additionally, 312 service initiatives were implemented for various investment projects, including combined construction permits, integrated surveys, unified inspections, and phased acceptance, reducing the average project approval time by 29 days and achieving rapid commencement and production.
Building on task force services for key construction projects, the Lishui Economic Development Zone also innovated its approval model by implementing the “Construction Upon Land Acquisition” service for industrial projects. Through process reengineering, streamlined procedures, and improved efficiency, the parallel approval mechanism was advanced, perfecting the full-process, comprehensive reform of industrial investment project approval services and establishing a scientific, convenient, and efficient approval and management system.
Qingtian County took the lead in piloting the “Construction Upon Land Acquisition” model with the Lidafa Valve Precision Processing Project, reducing approval time to one working day. Subsequently, the Aolai Electric Appliance Project completed the processing of “three permits” on the same day the land transfer contract was signed, achieving “certification upon signing and construction upon land acquisition”.
A representative of the Municipal Government Affairs Office stated that, focusing on the “Optimization and Enhancement Year” goal, they will deepen the reform of industrial project approval services. Using the “Construction Upon Land Acquisition” reform as a driving force, they will iteratively implement 10 measures for enterprise investment project approval through case studies, drawing review initiatives, and personnel training. This will strengthen full-lifecycle services for projects, promoting early commencement, construction, production, and effectiveness.
