Yesterday morning, Lishui City’s forestry leapfrog high-quality development key promotion meeting and the municipal general forest chief meeting and project on-site promotion meeting were held in Jinyun County. It has won 13.87 billion yuan of central budget, local special debt, national reserve forests and industrial recruitment funds, forming a “ten billion-level” forestry project investment scale, creating a 10 billion whole industrial chain of bamboo shoots and a whole industry chain of 2 billion oil tea in the city, with a forest coverage rate of 80.3% and a storage capacity of 1.17 trillion cubic meters, ensuring the use of 62,500 mu of forest land for major projects.

“The high-quality development of forestry and high-level protection cannot be separated from major projects as engines and support.” The relevant person in charge of the municipal government said that the city’s forestry work should establish the concept of “project is king”, focus on various policy directions and capital investment projects such as central budget, local special debt, national reserve forest, national debt, ultra-long-term special national debt, and strive to include more forestry projects in the higher-level planning and project summary.

The meeting emphasized that adhering to the principle of “elements follow the project and service around the project”, optimizing the business environment in terms of construction land, forest land approval, energy consumption, environmental protection, financial services, market access, etc., forming a full-process service and closed-loop supervision from early approval to late operation, to ensure the high-efficiency promotion and high quality of forestry projects. Based on abundant forestry resources, how can Lishui further improve the value realization mechanism of ecological products and broaden the channel for the transformation of green water and green mountains into golden mountains and silver mountains? The meeting pointed out that it is necessary to make good use of the “golden key” to deepen the reform of the collective forest rights system, grasp the scale transfer of forest land and the construction of standard land, continue to deepen the development of the whole industrial chain of forestry such as bamboo shoots, oil tea, and traditional Chinese medicinal materials under the forest, accelerate the construction of shared forest service centers, serve the construction of major projects in the city, and maintain ecological safety and other work as the bottom line.

The establishment of national parks is the most important work at present. The meeting also focuses on the establishment and operation. With more active and proactive actions, we will strengthen docking, consolidate the foundation, create highlights, and strive for the early establishment of Baishanzu Park, a candidate area of Qianjiangyuan-Baishanzu National Park.

At the meeting, the Municipal Forestry Bureau reported the key forestry work of the city. Five units, including Jiyun County and Qingyuan County, made experience introductions and exchange speeches.
