On April 21, the Zhejiang Provincial Department of Culture and Tourism released the list of pilot zones for innovative development of inbound tourism. Among them, Qingtian County in Lishui was successfully selected as a pilot county (city, district), Dagangtou Town in Liandu District was chosen as a pilot town, and Kenggen Village in Chongtou Town, Yunhe County was selected as a pilot area.
According to the “Zhejiang Inbound Tourism ‘125’ Leap Plan”, to qualify as a pilot county (city, district) for inbound tourism, an area must possess a core international IP attraction, demonstrate strong performance in international tourism development, exhibit high competitiveness and influence, comprehensively and systematically advance county-level tourism internationalization, and create a model for “China Travel” in Zhejiang.
It is reported that the competition for selection across the province was intense. For example, 26 regions applied for the pilot county (city, district) designation, with only about a 30% selection rate.
As the only county in Lishui selected for innovative inbound tourism development, Qingtian County leverages its unique resources: 381,000 overseas Chinese, European-style landscapes, import-export industry advantages, and global agricultural heritage culture. The county aims to establish itself as an “internationally distinctive tourism town” by developing specialized inbound tourism products, such as cultural experiences for overseas Chinese, stone carving treasure hunts, and agricultural heritage exploration tours. It will enhance inbound tourism services by establishing international-standard payment, medical, and transportation systems; strengthen marketing through international tourism promotion events; and introduce supportive policies, including tax reductions and subsidies for inbound tourism businesses to boost its global profile and competitiveness.
Dagangtou Town in Liandu District, building on the Ancient Weir Painting Town national tourism resort, adheres to its vision of an “eco-aesthetic town, cultural-artistic community, and desirable travel destination”, providing a solid foundation and unique advantages for advancing inbound tourism innovation.
Kenggen Village in Yunhe County capitalizes on its core advantage as part of the Yunhe Terraces 5A-level scenic area. By collaborating with the Global Terraces Protection and Development Alliance and international photography tours, it deeply explores farming, She ethnic, and silver mining cultures to create a one-stop rural service model for inbound tourism.
The Provincial Department of Culture, Radio, Television and Tourism simultaneously released ten supportive policies for the pilot projects of innovative development of inbound tourism. For example, priority will be given to supporting pilot counties (cities, districts) to be included in the annual incentive targets of the provincial department of culture, radio, television and tourism and providing financial rewards; priority will be given to encouraging key travel agencies across the province to direct tourists to the pilot areas, and the situation of attracting tourists will be taken as an important basis and standard for provincial-level incentive policies, with financial rewards provided; priority will be given to supporting the pilot areas to connect with well-known music festivals and performing arts brokerage companies at home and abroad, and recommending them as the venues for large-scale events such as high-traffic music festivals and concerts.
The selection of these three locations in Lishui injects new momentum into the internationalization of the city’s cultural and tourism industry. Moving forward, Lishui will seize this opportunity to fully implement provincial support policies, ensuring comprehensive support for market expansion and innovative development in the selected pilot counties (cities, districts), towns, and areas.
