“Small Leverage” Pivots “Great Elevation” of Cultural Villages — A Snapshot of Lishui’s Cultural Commissioners and Humanistic Village Development in 2024

Cultural commissioners helped assigned villages earn the title of “Best Tourism Villages” by the UNWTO; cultural commissioners “moved” concerts into villages; cultural commissioners focused on spiritual enrichment to drive the “Green Rural Revival Program” deeper and more solidly...

In 2024, Lishui has deployed 182 cultural commissioners at provincial, municipal, and county levels through a three-tier linkage mechanism, initiating 182 cultural projects and establishing 13 cultural commissioner development alliances, achieving full coverage of cultural commissioners across all townships. The development of humanistic villages is in full swing, with the first batch of 20 villages listed as provincial-level humanistic villages and 96 villages included in the cultivation list.

Cultural commissioners adopt the approach of “one person mobilizing a team to assist one village”, focusing on cultural empowerment, promoting spiritual prosperity, and driving rural revitalization.

Since their deployment, cultural commissioners have transitioned from “outsiders” to “insiders”, from “being assigned” to “volunteering”, continuously benefiting thousands of farmers.

CCTV’s Evening News 2025 New Year special program Moving Forward with the Nation featured Wu Maoying, associate professor at Zhejiang University’s School of Management, as a provincial-level cultural commissioner. Assigned to Xitou Village, Baoxi Township, Longquan City, she assisted villagers in organizing the “Unquenchable Kiln Fire” dragon kiln firing event, helping Xitou Village successfully apply for the 2024 UNWTO “Best Tourism Villages” designation.

At a symposium on ancient village preservation led by the Publicity Department of the CPC Central Committee, Lishui’s cultural commissioner Lu Xiaomin, as a grassroots representative, proposed the “Three Joys, Three Worries, and Three Strategies” for traditional village conservation, advocating for cultural commissioner-led reforms in the protection and utilization mechanisms of ancient villages.

At Lishui’s first cultural commissioner “Village Creativity” fair in Qingyuan County, cultural products created by villagers under the guidance of cultural commissioners were showcased everywhere—from Caiyuan Township’s Caihe masks in Suichang, to Anmin Township’s traditional papermaking in Songyang, from Sanxi Township’s yellow porcelain craftsmanship in Jinyun, to Fangshan Township’s stone carving art in Qingtian.

The hard work and dedication of cultural commissioners are also reflected in the proactive cultural innovations across counties (cities, districts). In Suichang County, provincial cultural commissioner Professor Wang Chenhui established the “Fashion Youth She” brand, which promoted She ethnic culture to Australia through in-depth development of She ethnic folk songs, woven character belts and costumes, initiating a cross-border cultural exchange journey. Qingyuan County gathered cultural and creative elites and collaborated with internet-famous businesses to create projects like China Beauty Village and Lotus Lake Starry Camping Base Village. Songyang County, building on its “Artistic Rural Construction” foundation, formed an Ancient Village Artisan Alliance and motivated cultural commissioners at all levels to jointly develop the “Songyang Premium Gifts” cultural creative product series. The construction of cultural projects and the integrated development of culture and tourism have connected like beads on a string, forming a new pattern of cross-county collaborative development for Lishui’s cultural commissioners.

Driven by cultural commissioners and other talents, humanistic village construction is thriving across five tracks: “cultural heritage villages”, “creative prosperity villages”, “cultural benefit villages”, “artistic shaping villages”, and “civilization-nurturing villages”. These efforts aim to develop villages with beautiful environments, material prosperity, and spiritual richness, boosting rural revitalization.

Implementing artist residency programs, organizing mountain valley markets, building folk theaters, and establishing weaving art museums... Under the guidance of cultural commissioner Sun Pei, Songzhuang Village in Sandu Township, Songyang County, has achieved “creative prosperity”, with villagers and external designers working together to preserve old houses through adaptive reuse and introduce art forms that harmonize with the mountain landscape to develop heritage tourism.

Constructing fairy tale art museums and children’s literature halls, creating distinctive fairy tale dramas... Under the promotion of cultural commissioner Xu Da, Huangchu Village in Anxi Township, Yunhe County has undergone a magnificent transformation into a “Children’s Literature Village” through artistic village shaping. By co-building and sharing rural formats and cultural tourism, children’s literature has empowered rural revitalization.
