Lishui’s GDP Growth Rate Reaches 6.9% in the First Half of the Year and Ranks Second in the Province

Recently, reporters learned from the Lishui Municipal Development and Reform Commission and the Municipal Statistics Bureau that in the first half of this year, Lishui achieved a regional GDP of 96.35 billion yuan. Calculated at comparable prices, this represents a year-on-year increase of 6.9%, which is better than the national average (5.0%) and the provincial average (5.6%), ranking second in the province.

Since the beginning of this year, under the strong leadership of the Municipal Party Committee and the Municipal Government, Lishui city has resolutely implemented the decisions and deployments of the Central Committee, the State Council, the Provincial Party Committee, and the Provincial Government. Guided by the action theme “Double Five, Double Ten, Double Hundred, Double Thousand” which runs through the three “Number One Reform Project” and ten major projects, the city’s economic operations in the first half of the year have remained “generally stable with progress”. This has ensured a smooth achievement of the “mid-year progress” and “double half”.

“From a ‘good start’ to ‘mid-year progress’, our success is due to the concerted efforts of all regions and departments in the city, focusing on implementation and laying a solid foundation for keeping the annual economic performance within a reasonable range,” said a relevant person in charge of the Municipal Development and Reform Commission. In the first half of the year, the city’s GDP grew by 6.9% from a high base in the same period last year, which is 1.3 percentage points higher than the provincial average.

Industry has played a role as the “ballast stone” for stabilizing the economic foundation. Since the beginning of this year, the cumulative growth rate of the above-scale industries has remained stable at over 9%, effectively stabilizing the economic foundation. In the first half of the year, the added value of above-scale industries increased by 9.6%, which is 1.6 percentage points higher than the provincial average, ranking fourth in the province.

Industries are evolving towards innovation, and development quality is improving. In the first half of the year, the Tongchuang (Lishui) ultra-high purity tantalum project for large-scale integrated circuit manufacturing achieved an output value of 340 million yuan. Since its commencement in 2020, the project’s output value has significantly increased for three consecutive years, from 41.54 million yuan in 2021 to over 500 million yuan annually in both 2022 and 2023.

Companies like Tongchuang, which represent the direction of new productive forces, have become new drivers of industrial growth. In the first half of the year, the added value of the city's core digital economy manufacturing, equipment manufacturing, strategic emerging industries, and high-tech industries increased by 24.5%, 17.5%, 13.5%, and 7.5% respectively.

Major projects act as “accelerators” for economic development. Since the beginning of this year, a number of infrastructure projects, such as the Lishui section of the Yilongqing Expressway and the Qingtian Pumped Storage Power Station, have started construction. Key projects like Fuled also accelerated their progress, significantly supporting investment.

“As of now, all new projects in our city’s first batch of the provincial ‘Thousand Projects, Trillion Yuan’ initiative to expand effective investment have commenced, making us the first in the province to achieve a 100% start rate,” said Zheng Liang, head of the Fixed Asset Investment Division of the Municipal Development and Reform Commission.

Regarding the three “Number One Reform Projects” and ten major projects, in the first half of the year, Lishui ranked among the top three in the province for nine of the 21 exposure indicators, an increase of two from the first quarter. Notably, indicators representing growth potential, such as the start rate of new major provincial projects, manufacturing investment, and the added value of the core industries in the digital economy above designated size, all ranked among the top three in the province.

Since the beginning of this year, Lishui has issued the “2024 Lishui City Implementation List for the Province’s High-Quality Development ‘8+4’ Policy Responsibilities”, effectively delivering and implementing 168 policy tasks. In the first half of the year, 7.076 billion yuan in funds were allocated, achieving the “double halfway” goal for both municipal and county finances.

Moreover, Lishui also introduced ten practical measures to assist enterprises and ten initiatives to regulate business-related behavior, achieving a breakthrough with its first national-level manufacturing champion enterprise. The number of registered market entities reached a record high, with “four above” enterprises and newly registered units increasing by 52.5% and 33.8%, respectively, both ranking first in the province.

The service sector, a crucial component of the national economy, has significantly supported economic growth. In the first half of the year, the added value of the city’s service industry increased by 6.3% year-on-year, ranking second in the province. Notably, the information transmission, software and information technology services, wholesale and retail, transportation, warehousing and postal services, and accommodation and catering sectors all maintained strong growth, with increases of 12.9%, 11.6%, 11.1%, and 9.1%, respectively.

Firmly advancing the strategic leading project of “Dual Promotion and Dual Attraction (investment attraction and talent introduction)”, Lishui is exploring “new tracks” and entering the “new frontiers”. In the first half of the year, Lishui attracted 134 projects each worth over 100 million yuan, a 25.2% increase. Among these, 116 were manufacturing projects, 33 were worth over 1 billion yuan, and one was a 10-billion-yuan-level project.
