Recently, the Lishui City Comprehensive Law Enforcement Office organized a special law enforcement action promotion meeting for the “Law Protects the Young Eagles” minor protection initiative, deeply implementing the spirit of provincial and municipal documents related to the protection of minors, further unifying thoughts, and fully promoting joint law enforcement actions for the protection of minors.
The work of minor protection is related to family happiness, the future of the country, and the hope of the nation. This year, Lishui City has promoted the in-depth development of the “Law Protects the Young Eagles” special action through sorting out law enforcement supervision matters, implementing integrated supervision for “one thing”, promoting the construction of “Youth Comprehensive Law Enforcement Schools”, carrying out special law enforcement actions, and concentrating on legal publicity and education, serving and ensuring the healthy growth of minors.
Minor protection is a long-cycle, slow-variable systematic project that requires persistent and continuous effort. At the municipal level, after the Lishui City Comprehensive Law Enforcement Office took the lead in issuing the “Lishui City ‘Law Protects the Young Eagles’ Minor Protection Special Law Enforcement Action Plan”, each county (city, district) has fully promoted and implemented it according to actual conditions, forming a strong law enforcement synergy. Among them, the Suichang County Comprehensive Law Enforcement Office coordinated the county’s administrative law enforcement departments to establish an efficient cooperation mechanism for the legal protection of minors with mutual clues, timely response, and joint collaboration; Qingtian County promoted the integration of work between the Comprehensive Law Enforcement Bureau and the Justice Bureau, held relevant special deployment meetings, and promoted the coordinated effort of law enforcement, judiciary, legal publicity, and law-abiding functions.
At the same time, Lishui City continues to promote the application scenarios of “one thing” in law enforcement supervision, especially for key scenarios such as entertainment venues, Internet cafes, after-school training institutions, accommodations, and tattoo institutions, making full use of the “comprehensive inspection once” work mechanism to organize and carry out concentrated joint law enforcement actions, gather law enforcement synergy, and ensure both work quality and efficiency.
To promote the deep and practical implementation of law enforcement actions, the Liandu District has established a joint law enforcement team in response to the supervision of Internet service business places, formulated a mind map covering the entire life cycle of Internet service business places, including approval, law enforcement supervision, and clearance, achieving information interconnection and real-time sharing among various departments. Since the beginning of this year, a total of 74 Internet service business places have been inspected, 7 illegal and irregular business behaviors have been filed and investigated, and 1 case of an Internet service business place admitting minors has been concluded. Longquan City’s comprehensive law enforcement, education, public security, and other departments have established a joint response mechanism for after-school training, conducting joint surprise inspections on clues of illegal education and training violations found or accepted, and after verification, those providing illegal education and training are legally required to refund illegal income and pay fines.
In addition, Lishui City deeply practices the people-centered development concept and creates law enforcement brands with regional characteristics. Among them, Qingyuan County continues to build the “Youth Comprehensive Administrative Law Enforcement School”, successively created themed courses for school-age youth such as “Civilized Law Enforcement to Establish an Iron Army Image”, “Strive to be a Guardian of the Blue Sky”, “Practice Waste Classification” and “Dog-raising Tips”, expanded activities such as experiencing front-line law enforcement work and learning waste classification, and gradually formed a pattern of joint management by schools, families, and society, with a total of 180 law enforcement young members recruited, more than 60 courses conducted, and 6 practical activities organized. Jingning She Autonomous County focuses on the protection of underage workers’ labor rights and interests, and the prevention of campus bullying, and has carried out more than 300 minor law classes in the form of “Hekexiting Legal Lectures” and “Law Enforcement Blue Youth Lectures”, with law popularization and education covering more than 42 primary and secondary schools and more than 10,000 teachers and students.
A relevant official from the Comprehensive Law Enforcement Office stated that in the future, Lishui City will continue to strengthen law enforcement, deepen educational campaigns, and refine support measures to create a favorable environment for minors’ healthy growth, promoting a good ecological environment where society as a whole cares for, supports, and participates in the protection of minors.
