The enrollment and payment process for the “Zhejiang-Lishui Insurance” for the year 2025 was officially launched on November 14th. According to the Lishui City Medical Insurance Bureau, as of December 9th, the number of participants in the “Zhejiang-Lishui Insurance” for 2025 has exceeded 1.16 million.
Since 2020, to address the high medical expenses faced by the people of Lishui, the city pioneered a government-led universal health supplementary insurance system (Zhejiang-Lishui Insurance) nationwide. Over the past three years, the “Zhejiang-Lishui Insurance” has compensated 2.21 million people, with a total compensation amount of 620 million yuan, and a compensation rate as high as 95.4%, with the highest single reimbursement amounting to 1.082 million yuan. Among them, for the policyholders of “Zhejiang-Lishui Insurance” in 2023, those with annual reimbursement amounts over 500,000 yuan, between 100,000 and 500,000 yuan, and between 50,000 and 100,000 yuan saw their comprehensive coverage rates increase by 41%, 33%, and 27%, respectively.
The 4-year-old “Zhejiang-Lishui Insurance” has already provided solid health coverage for many families in Lishui.
“Thanks to the basic medical insurance and Zhejiang-Lishui Insurance, it has greatly eased the burden on our family,” said Aunt Zhang from Suichang, who enrolled her family in “Zhejiang-Lishui Insurance” early this year. Her 15-year-old son, Xiao Zhang, was diagnosed with a pineal gland malignant tumor at the beginning of the year, which was a heavy blow to the family that relied on manual labor for a living. “No matter what, I must do my best to cure my son,” Aunt Zhang was prepared to bear a heavy debt. After careful treatment in the hospital, Xiao Zhang was discharged and recovered, with a total medical expense of 260,900 yuan. The basic medical insurance and serious illness insurance reimbursed 134,600 yuan, but the individual still had to bear 126,300 yuan. Fortunately, Xiao Zhang was insured with “Zhejiang-Lishui Insurance”, which reimbursed an additional 59,700 yuan, reducing his personal burden to 66,600 yuan. “Spending 100 yuan to get reimbursed nearly 60,000 yuan is really cost-effective,” Aunt Zhang said with emotion.
With small payments for serious illnesses, many families facing major health challenges have found hope and comfort in their time of hardship.
Ms. Lan, a resident of Shitang Town, Yunhe County, who was hospitalized for treatment of anterior spinal artery occlusive syndrome, had a total medical expense of 564,100 yuan in 2024. With only an additional 100 yuan premium payment, “Zhejiang-Lishui Insurance” reimbursed 186,000 yuan, reducing the personal medical expense from 311,200 yuan to 125,200 yuan, increasing the reimbursement rate by 33 percentage points.
Mr. Ye, who lives in Wangsong Street, Songyang County, was hospitalized for the treatment of lung malignant tumor in 2024, with a total medical expense of 507,000 yuan. After enrolling in “Zhejiang-Lishui Insurance”, he was reimbursed 110,400 yuan, reducing his personal medical expense from 260,400 yuan to 150,000 yuan, increasing the reimbursement rate by 21.77 percentage points.
These real-life examples vividly illustrate the important role of the “Zhejiang-Lishui Insurance” in ensuring people’s livelihoods and promoting healthcare equity.
“’Zhejiang-Lishui Insurance’ is of great significance to many seriously ill patients,” Dr. Zhu Jingshuai, a cardiologist at Lishui Central Hospital, told the reporter. Patients under his care who have enrolled in “Zhejiang-Lishui Insurance” are all beneficiaries.
“Recently, a patient who underwent transcatheter aortic valve implantation surgery, a 78-year-old from a rural family with a total cost of about 260,000 yuan. After reimbursement by medical insurance and ‘Zhejiang-Lishui Insurance’, they paid more than 60,000 yuan themselves. Without ‘Zhejiang-Lishui Insurance’, they would have had to pay more than 100,000 yuan out-of-pocket, which would have put a lot of pressure on their family,” Dr. Zhu praised. “’Zhejiang-Lishui Insurance’ continuously optimizes reimbursement benefits, allowing more insured people to benefit. These measures allow patients to reduce their financial burden during treatment and focus more on treatment and recovery.”
It is reported that in 2025, “Zhejiang-Lishui Insurance” has been fully optimized and improved on the basis of the original protection benefits, adding special supplementary reimbursement policies; increasing value-added services such as pharmacy medication purchase, oral care, and optometry and glasses fitting. At the same time, differentiated protection benefits have been established, with continuous insurance increasing the payment limit. People who did not insure in 2025, after re-insuring, will enjoy 50% of the existing protection benefits of “Zhejiang-Lishui Insurance” for the first year after the treatment waiting period, and the proportion of benefits enjoyed will increase by 10% each year for continuous insurance in the future, with 100% enjoyment of “Zhejiang-Lishui Insurance” protection benefits only after 5 years of continuous payment.
